Mayor of Elbasan

​​Mayor of Elbasan Municipality  Mr. Gledian Llatja

Gledian Llatja was born in the city of Elbasan on 31.03.1981, where he graduated from"Dhaskal Todri" High School in 1999. In 2003 he graduated from the Faculty of Law at the University of Tirana, obtaining a Law Degree, and then receiving the Lawyer title in 2004. in 2009, Mr. Llatja  obtained a Master's Degree in Public Administration from the University of Tirana with the program of the University of Nebraska USA and he also graduated in Finance major from the University of Elbasan. From 2015, he is in the process of obtaining his PhD Degree at the Institute of European Studies. He began his career as a Lawyer in 2003 as an Assistant Inspector (part-time) at the Central Election Commission. From October 2003 to 2005, he was employed as a lawyer at the Legal Department of the Ministry of Defense. From 2005 to 2013 he was employed by the Central Election Commission as an Inspector.

In January 2014 he worked as the Responsible Person of the Contracts Section at the Legal Department of the National Agency of Natural Resources. From March 2014 until September 2017 he was head of the Legal Department of the National Agency of Natural Resources. During this time, Mr. Gledian Llatja held the position of Executive Director of the Agency for several months. From October 2017 until January 2019 he was appointed Cabinet Director of the Ministry of Infrastructure and Energy.

During this period of time, he was also an expert proposed by the Socialist Party (PS) on the Electoral Reform and Constitutional Amendments.

From January to May of 2019, Mr. Llatja was appointed as Prefect of the city of Elbasan.

During his career, he has attended a considerable number of trainings, courses and conferences, has taught at private universities and attended various programs in non-profit organizations related to the justice and human rights system.

He speaks fluent English and Italian.​
